A licensed application will not run without a valid license code. However, it may be delivered and installed without a license code.
If the application is using a locked license, then you need to provide the locking code of the system to the vendor. Using which, your developer will generate a license code. Contact your vendor if the license code is not included with the product. Your vendor will then give you the further instructions on how to proceed.
Note: If your previous license code has expired then you need to get a new or upgrade license.
